Amending registration
Reduction of scope
RTOs that wish to reduce their scope of registration must advise VETAB in writing. You do not need to lodge an 'amendment to scope' application if you only wish to reduce your scope. (However, if you want to reduce your scope in some areas while at the same time adding to scope in others - see below - you can do both with the same application.)
All you need to do is advise VETAB of any reduction to your scope of registration by completing the Reduction of Scope Form. The form must come from your organisation’s CEO. You may also use this form to reduce CRICOS qualifications or accredited courses. You need to check if overseas students are enrolled in the courses you wish to remove. If students are enrolled and studying in the interim, the course may be suspended.
Note: Reductions to scope can take up to a week. RTOs need to check the NTIS website: www.ntis.com.au to verify that the changes have been correctly made.
Before seeking a reduction of scope, RTOs are required to ensure that appropriate qualifications have been issued to students and that appropriate arrangements have been made for the students to complete the qualification to be removed, or to transfer to an appropriate qualification. Records of student results in relation to the qualifications being removed from scope should be securely retained for a period of 30 years to enable a transcript to be reissued if necessary.
Addition to scope
During the period of registration, your RTO may want to:
- add Training Package qualifications, units of competency and/or accredited courses
- replace an accredited course with a Training Package qualification
- replace a superseded Training Package qualification with a qualification from a new Training Package
- replace superseded units of competency with units from a new Training Package.
These are all defined as 'addition to scope', and to do any of them your RTO must apply to VETAB to amend the scope of registration. (You may also apply for reduction of scope - see above - at the same time.) If you are a provider registered on CRICOS, you may lodge a combined AQTF and CRICOS application to amend your scope.
If you are considering amending your scope within three months of the expiry of your registration, it would be advisable to apply for the new scope as part of your renewal application. If you are applying to add a number of qualifications/courses at the same time, please put all the amendments into one application instead of submitting multiple applications. However, if you are applying to add the TAA40104 and/or TAA50104 qualifications, you need to put in a separate application.
Meeting the standards

RTOs need to demonstrate full compliance with the AQTF standards in order to gain approval to amend their scope of registration. VETAB can not approve applications from RTOs with significant non compliances identified in previous audits and not yet rectified. Applicants for registration may be required to provide a National Criminal History Record Check.
