Quality indicators reporting
AQTF Quality Indicators
The Australian Quality Training Framework (AQTF) Quality Indicators Resources Package has been published by the Australian Council for Educational Research (ACER). Under the AQTF, registered training organisations (RTOs) are required to collect, use and report data on three Quality Indicators.
The three indicators are:
- Learner Engagement
- Employer Satisfaction
- Competency Completion
What does this mean for RTOs?
All RTOs will be required to provide annual summary reports to VETAB containing Quality Indicator data. The requirement to submit data to VETAB is being phased in:
Phase 1
NSW RTOs can now input data into the Competency Completion Online System (CCOS) to report on their 2008 activity. NSW RTOs are required to submit data for the 'Competency Completion' Quality Indicator only, by 1 October 2009. This data relates to the number of enrolments and completions from 1 January 2008 to 31 December 2008.
Phase 2
For 2010, RTOs will also be required to report on Learner Engagement and Employer Satisfaction Quality Indicators. RTOs will be required to submit data for the three Quality Indicators on or before 30 June 2010 and 30 June of each subsequent year. This data will relate to the previous calendar year, for example the data due on 30 June 2010 will relate to the activities of the RTO undertaken between 1 January 2009 and 31 December 2009.
How to submit the summary report
RTOs have until 1 October 2009 to lodge their CCOS reports for 2008 activity.

Warning:
The report will not send if you have the Pop-up blocker on your web browser enabled. Turn off the Pop-up blocker before sending your report (instructions for RTOs using Internet Explorer) go to ‘Tools’, select ‘Internet Options’, select ‘Privacy’ menu and in the privacy menu uncheck the ‘Turn on Pop-up Blocker’ checkbox.
What if I already submit competency completion data to VETAB through AVETMISS compliant software?
RTOs that use AVETMISS compliant software and report data to the Department of Education and Training will have this data pre-populated into the Competency Completion Online System by the National Centre for Vocational Education Research (NCVER) in early May.
These RTOs will then need to log on to the Competency Completion Online System, enter any data not reported through AVETMISS (if required) and produce reports for submission to VETAB.

How will the data be used?
The National Quality Council has agreed that Quality Indicator data will be used by RTOs to undertake continuous improvement processes, and by state and territory Registering Bodies to inform each RTO's risk assessment. Registering bodies are bound by relevant legislation in their capacity to share data and will not release RTO Quality Indicator data provided by RTOs to other parties.
The Quality Indicator data submitted by each RTO will contribute to VETAB’s determination of a risk rating of the RTO. Non-submission by the due date, or an incomplete submission, will affect an RTO’s risk rating.
